Founded by Sabino Arana in 1985, it is a party whose ideology is nationalist and Christian, which draws its support mainly from the middle classes of Basque society.
In the general election of June 1979 it won 7 seats in Congress and 8 in the Senate, while in the regional autonomy elections, after the ratification of the Autonomy Statute, it has always secured a majority. At the present time it governs in the Basque Country by means of a pact with PSE-PSOE. In 1984 a sharp controversy took place within the PNV because of a confrontation between the "lehendakari", Carlos Garaikoetxea, and the party leadership. The subsequent dismissal of Carlos Garaikoetxea brought about a split in the PNV and the founding of the Eusko Alkartasuna party.
In the 1989 election, it obtained 5 seats in Congress and 4 in the Senate, and in the 1993 election, 5 deputies and 6 senators.
