In May 1st, 1994, Antonio Gutierrez, the General Secretary of CC.OO., at the rally commemorating May 1st., compared the behaviour of the government of Felipe Gonzalez with that of the Cabinet of the French Prime Minister Balladur, critized him for his "obstinacy" in not modifying economic policy and stressed that "the best antidote against corruption is for the government to agree to discuss other alternative policies and even to modify the labour reform". The leader of Workers' Commissions predicted a period of labour disputes and blamed the government for it. "The prime minister", he said, "added fuel to the fire when after the general strike of January 27th, 1994, he said that he did not have and did not want to have any margin for negotiation with the millions of workers who went on strike". After asking rhetorically "Who is in the weaker position now?", Gutierrez proposed that the Executive should initiate "a process of public morality, employment and social progress", in alliance with workers and unions".
