DR. JOSE LUIS PARDOS, AMBASSADOR OF SPAIN

• Born in Murcia, Spain

Activities in the Internet

• Setting up of the Electronic Mail at the Embassy of Spain in Canberra, which was inaugurated by Their Majesties the King and Queen of Spain on the 13^th of June  1988.

• Dr. Pardos created the Program “Sí, Spain” at the National Capital Freenet in Ottawa, which was inaugurated on the 2^nd  of May 1994.

• He subsequently directed the Hypertext HTML version of the “Sí, Spain” program, first Embassy ever beeing in the Internet,  on the 13^th. April 1995.

• Diplomatic activities at the very first stages of “Sí, Spain” to counterbalance some of the facts wrong-stated by the Canadian DoF during the fishing confrontation with the European Union, in March 1995. • He organized, as Representative of the Presidency for the EU Council of Ministers, the presentation of “The Internet, World Diplomacy and the Third Millenium” , with an attendance of over 90 Diplomatic Missions in Canada, at the Carleton University, in Ottawa, the 6^th of October 1995. http://www.DocuWeb.ca

• Professor at the UIMP (International University Menéndez Pelayo) in the Course “Projection of the Internet in Spanish”, at Cuenca, on the 28^th November 1995.

• He directed and coordinated the Paper presented on June 1996 at the INET’96, in Montreal, on “Sí,Spain, a  Case-Study for  Development and  Diplomacy”, http://www.DocuWeb.ca/INET96/pardosjO.html/

• He has participated in numerous Workshops, Training Programs and University Lectures as well as TV, Radio shows, and many Newspaper interviews, on the social impact of Internet, its uses in the Public sector and the different values on Regionalism as well as the educational and cultural values of the Internet.

• Director General for International Scientific and Technical Cooperation, Ministry of Foreign Affairs, Madrid (1982-85). Director of Relations with the Holy See, Madrid (1986).

• Previous postings: United Nations, New York (1964-68); Holy See, Rome (1970-76); Lima, Perú (1976-78); Ambassador to Australia, New Zealand, Fiji, Papua-New Guinea, Solomon Islands and Tonga (1987-92); Ambassador to Canada (April 1992-96), and since September 1996 Ambassador to Denmark, and from March 1997 also Ambassador to Lithuania.

• Former Member of the Executive Board of UNITAR at the U.N., and Chairman of the United Nations Conference for Technical Cooperation among Developing Countries: Geneva and New York (1982-85).

• In February 1983, at the International Maritime Organization (IMO), in London, Dr. Pardos put forward a Motion banning the “Dumping of nuclear wastes in the Oceans”, a motion which led to the present permanent Moratorium. The antinuclear voting was supported by countries such as Canada, Argentina, Norway, Philippines, Nigeria, New  Zealand, Portugal and others representing the five continents of the Planet.

•   Subsequently, Dr. Pardos conducted a research at McGill University in Montreal, on the management of nuclear wastes originated from the peaceful uses of nuclear energy, in the Faculties of Medicine and Agriculture, and he published a book on this subject. He is “visiting Professor” of McGill University.

• During 1993 and 1994, he negotiated and founded, at the Department of Spanish and Portuguese of the University of Toronto, the Northern Telecom Chair for Iberoamerican Languages and Cultures, sponsored by NT and the 21 Iberoamerican Ambassadors in Ottawa.

• He was granted with the “Arbor Award” of the University of Toronto in 1994, for special services.
