The Three D's: Decolonization, Disarmament and Development

In 1978 I wrote an essay for the International Institute of Labour Studies, under the title "Towards a new international ethos: The solidarity contract and the rights of humanity" in which, among others things I emphasized that:

"The rights of humanity are not in contradiction with the rights of man, but complete them. They can be summarized in a simple formula, the "Rights of the three Ds": decolonization, disarmament, development. They might also be defined with reference to the crucial problem of our age, ecology, energy, food, etc. How, for example, can one affirm that the right to freedom of expression exists when national sovereignty, education and means of livelihood are lacking in so many countries...?"

Almost two decades later, the evolution of my thinking has geared along the lines of Development and Disarmament towards a new outlook at the ending Century and the beginning of the new Millenium.
