In 1988 the Local Corporation Concerted Plan of Basic Assistance of Social Serices, a result of the pact between the Administration and 16 Autonomous Communities, was cretaed. The following services were put forth:

• Community Social Services Centres endowed with multiprofessional teams to support basic information and orientarion services, in-home help and social rehabilitation.
• Temporary shelters for the homeless, and means to encourage their personal and social rehabilitation and assimilation.
• Homes and shelters for the battered, the abandoned and persons in situations needing urgent relief, or lacking the adequate family milieu.

Between 1988 and 1992, the central, autonomous and local administrations have invested 100,000 million pesetas in the consolidation of a network comprising 847 different types of centres which were used by more than two million persons in 1991.

To promote the assimilation of certain outside groups that risk social ostracism, a series of model actions and community intervetions have been assumed in coordination with the European Programme Poverty 3, within the framework of the Pilot Programme for Emergency Situations.

Many of the Autonomous Communities too, are introducing a social or integration salary for needy able-bodied persons still young enough to work. To receive this assistance it is necessary to accept and register in a programme of social integration.
