The responsibilities of environmental policy are divided among the Central Administration, the Autonomous Communities and the Local Governments.

However, it is the Secretary of State for the Water and Environmental Policies dependent on the Ministry of Public Works which has designed the aims and priorities of this policy and ordered and coordinated its application.
