In general, and with regard to the other countries, the following regulations are in force:

1. admission to the first course: certificate required for admission to higher education in the country of origin.
2. admission to further courses and postgraduate courses: the recognition of individual study achievements is the responsibility of the relevant institution of higher education.
3. completed courses and degrees awarded: the decision as to recognition is the responsibility of the Ministry of Education and Science.

All this is valid without prejudice to European Union regulations concerning the right of EU citizens to settle and to carry out certain professions anywhere within the Community.
