* The Central Administration, Autonomous Communities and the City Halls share educational responsibilities *
The Constitution reserves for the central administration certain responsibilities regarding education. The most important are basic legislation, the regulation of the validity of the certificates and degrees, the organization of the system's levels, of its subject material and its duration, of minimun subject matter, of the requisites for passing from one grade to another, the minimum condition that educational centres must comply with, and general planning.
The rest of the educational responsibilities have been transferred to some Autunomous Communities which are regulated by Article 151 of the Constitution (Andalucia, Canary Islands, Catalunya, Galicia, the Basque Country, Navarra and Valencia) and may be put into practice by the other autonomous communities in the near future.
To date, transferral to the seven aforementioned Autonomous Communities has been completed. They administer the educational system, including the universities that have their own languages. In the rest of the Autonomous Communities, educational management is still in the hands of the Ministry of Education and Science.
The educational responsibilities of the City Halls are very limited. The Municipal Goverments are responsible for the maintenance of preschools and elementary schools and provide the land needed for the construction. These institutions also have the option to hold complementary activities, such as other pedagogic and orientative services, the organization of seminars and workshops, artistic and sport activities and centres for adult literary programs.
