Last 1st May, 1994, the new General Secretary, Candido Mendez, at the rally commemorating May 1st, which took place under the slogan of "for employment and solidarity", concentrated on the direct problems of the workers, especially as regards the labour reform, and remainded them that "the only thing that is still alive in the country is the labour movement and its unity", a concept which contrasted with the current political problems. Menendez said that "the unions do not want social tension; we want to remove uncertainty and we are ready to negotiate, but we are not going to accept faits accomplis such as free dismissal or wage cuts". In his view, "the Government is a subject of ridicule and disgrace because of corruption, which is causing upheavals in society; the Government has no credibility inside or outside the country, because the political pact has expired".
